  1. Purpose

    1. The purpose of the Linux Users Group (LUG) is to encourage and support the use of Linux and other Free and Open Source software in the Greater Pullman area. The LUG will also assist the community on issues related to the Free Software philosophy. Finally, the LUG will offer its members the opportunity to participate in projects with the goal of skill improvement and social, economic and/or technological benefit of the Free Software community.

  2. Membership

    1. Membership in the LUG is open to anyone, local or not.

    2. The membership if this organization will at all times contain at least five WSU students and be comprised of at least 50% WSU students.

    3. This organization will not discriminate based on any characteristic listed in WSU's Nondiscrimination Statement.

    4. No dues are required for membership.

  3. Officers

    1. This organization will have five executive officers with the chain of command being the order listed in this document:

      1. President

        1. The president shall be the official representative of the group to any other organization and to WSU.

        2. The president shall preside over all meetings.

        3. The president shall be responsible for scheduling meetings.

      2. Vice President

        1. The Vice President shall assist the President in all official duties.

      3. Secretary

        1. The secretary shall be responsible for maintaining order at meetings.

        2. The secretary shall keep reasonably accurate minutes of the meetings.

        3. The Secretary shall be responsible for maintaining the document repository.

      4. Treasurer

        1. The treasurer shall be responsible to maintain the finances of the LUG in an open format and to make these records available upon request.

        2. The treasurer shall be required to sign all checks/vouchers of the group.

        3. The treasurer shall keep inventory of all LUG possessions and property on loan to the LUG.

      5. Server Administrator

        1. The server administrator shall be responsible for keeping the mailing lists, LUG web site and server up to date and secure.

        2. The server administrator shall be responsible for maintaining contact information and passwords in a secured non-digital format kept in the LUG office and available to the other officers.

        3. The server administrator shall be responsible for maintaining external administrative accounts.

    2. All officers must be distinct individuals and current WSU students.

    3. No officer may have more than one vote.

    4. Elections:

      1. Elections of officers shall occur once per year. The election for officers in the fall semester will occur in the spring semester, at a time specified by the president.

      2. Any member of this organization who meets the given criteria is eligible for office.

      3. Quorum for elections is a simple majority of the current voting members.

      4. A simple majority of the quorum is required to win an election.

      5. If no candidate wins a majority, then a runoff vote will be held for the questioned position.

      6. A candidate may accept only one nomination at a time.

      7. The term of office runs from the fall following elections until the next fall, or until resignation.

      8. If an officer resigns before the period of his/her term is completed, nominations and elections for said officer's position shall be conducted at the next announced LUG meeting. The election shall be effective immediately.

      9. Any officer wishing to resign is requested to give a minimum of two week's notice.

    5. Removal

      1. Officers may be removed by a two-thirds vote of voting members.

      2. A removal must be announced to all current members via the mailing lists one week prior to voting in said removal

      3. The time, date, and location of the meeting at which the removal vote shall take place must be included in the removal message.

    6. Neglect of duty

      1. Any officer who fails to complete his or her duties for a period of three consecutive official meetings shall be proposed for office removal according to item 5.

  4. Meetings

    1. Official meetings shall be held at least once every month, excluding summer sessions, at a time and location specified by the president.

    2. Meetings shall be presided over by the president, unless he/she is absent. In such a case the chain of command will be followed.

    3. Votes shall be decided by a simple majority of all present members.

    4. Quorum for an official meeting shall be a majority of the current officers.

  5. Amendments

    1. Amendments shall be presented by any member who has the backing of 10% of the organization.

    2. Quorum for amending this constitution shall be a majority of the current officers and number of members equal to the majority of current officers.

    3. Amendments shall be passed by a two-thirds vote of voting members.

  6. Voting clause

    1. Elections, amendments, removals and all other major votes shall be announced to all members via the mailings lists.

    2. All announced votes shall last two scheduled WSU school days.

    3. All other votes shall be decided by members present at a meeting according to Article IV.

  7. ASWSU God Clause

    1. The LUG agrees to abide by the rules and regulations of the ASWSU and its Executive Board. This constitution, amendments made to it and the by-laws of this organization shall be subject to review but not amendment by the ASWSU Executive Board to insure that they are in accordance with the aforementioned rules and regulations.
